Fraunhofer Urges Simpler Rules for Tech Transfer
The Bottleneck from Research Budgets to Commercial Success
The process of converting scientific research outputs into commercial products plays a vital role in the sustainable growth of developed economies. Scaling theoretical and experimental breakthroughs from the laboratory to an industrial level forms the foundation of technological sovereignty and value-added manufacturing. However, bureaucratic hurdles and complex legal procedures frequently slow down the pace at which research is converted into economic value.
Even in countries with advanced research infrastructure, significant time is lost between the lab and the market. Transforming innovative methods, patents, and protocols developed in academia into final industrial products can take months or even years. Delays during this process cause first-mover advantages to be lost in fast-moving sectors such as artificial intelligence, biotechnology, next-generation materials, and clean energy. A joint position paper published by the Fraunhofer-Gesellschaft and the Federation of German Industries (BDI) targets precisely this systemic bottleneck.
Call for Flexible Solutions Beyond Legislative Reforms
Paving the way for the innovation ecosystem does not always require comprehensive and time-consuming legislative changes. Instead of awaiting lengthy legislative processes, rapid solutions can be generated through administrative flexibility and non-regulatory operational relief. The joint position paper shared by Fraunhofer and the BDI highlights the importance of practical approaches to cut red tape rather than relying on cumbersome legislative procedures.
When traditional technology transfer offices and legal procedures act on risk-averse instincts, licensing processes can stall. Even without statutory reform, relaxing internal guidelines and implementing standardized protocols can directly accelerate the flow of technology. The key flexible measures highlighted in the joint paper for priority implementation focus on the following points:
- IP Transfer: Using standardized and simplified model contracts for transferring research outputs to industrial partners,
- Reducing Bureaucratic Burden: Streamlining excessive reporting and approval mechanisms in publicly funded research projects,
- Entrepreneurship Support: Simplifying administrative authorization processes for researchers seeking to spin off and launch startups,
- Fast-Track Approval Processes: Deploying accelerated procedures for testing and validation stages aimed at industry.
Strategic Sovereignty and Industrial Resilience
Recent global supply chain crises and geopolitical shifts have reaffirmed the importance of minimizing external dependencies in critical technologies. Technological sovereignty is not limited to conducting basic research within national borders; it is directly tied to how quickly that research is integrated into industry.
Rapidly bringing advanced solutions required by domestic industry to market strengthens industrial resilience against external shocks. When the flow of scientific knowledge to manufacturing is blocked, even the most cutting-edge research remains on paper or finds commercial realization in other markets. This prevents the vast R&D budgets allocated by the public and private sectors from translating into economic gains.
The joint call to policymakers from research institutions and industry representatives demonstrates how clear the need for transformation in the technology ecosystem has become. Establishing a more flexible, rapid, and direct link between science and production is a prerequisite for achieving a lasting competitive edge in high-value-added sectors that will shape the global market in the future. Easing administrative burdens will enable researchers and industrial leaders to channel their energy into developing innovative technologies rather than dealing with paperwork.
